Job Description

The HALO Trust is a foreign NGO that clears explosive ordnance in Cambodia. Our mission is to protect lives and restore livelihoods that have been affected by the explosive remnants of war. HALO has been working in Cambodia since 1991 and currently employs over 1,100 staff to work on mine clearance and explosive ordnance disposal projects in the north, northwest and the East of the country.

We are now looking for qualified candidates to fulfill the positions below:

  • Environment Project Officer (1 Position)
Job Responsibilities & Duties

Responsibilities

  • Ensure all HALO environmental policies are aligned with HQ guidance and international best practices as well as ensuring all compliance to all relevant Cambodian regulations.
  • Identify a network of relevant stakeholders for knowledge exchange and potential partnerships.
  • Work with the donor and partnerships team to help identify potential funding sources for future environmental projects.
  • Work with the operations teams to develop and implement HALO’s Cambodia environmental management SOP.
  • Acts as contact point for Environment and Conservation Projects within HALO Cambodia.
  • Work with the fleet and logistics departments to conduct an initial baseline assessment of the program's carbon footprint.
  • Identify and implement measures to reduce the environmental footprint of operations, enhance energy efficiency and promote sustainable resource use.
  • Lead on the further development of HALO Cambodia’s environmental surveys and environmental data analysis.
  • Conduct regular visits to the field with Survey/EOD, EORE teams to integrate environmental activities, monitor environmental compliance and gather inputs for strategic communications.
  • Attend conferences, meetings, and/or workshops on behalf of The HALO Trust.
  • Coordinate field visits to monitor environment project progress.
  • Develop HALO Cambodia’s mechanisms for environmental monitoring and reporting.
  • Develop systems for M&E and evaluation of environmental projects.

Partnerships

  • Nurture existing partnerships with environmental and development actors (GIZ, ACCB, RECOFTC, CARITAS).
  • Liaise with internal and external partners and stakeholders within all aspects of the Environment and Conservation projects.
  • Represents the programme at regional and national meetings.
  • Be familiar with HALO’ Strategic Plan 2021-2025, HALO’s Global Environment Strategy, donor’s environment and development priorities, and other NGO’s work in HALO’s area operations.
  • Work with local partners and the Programme Officer to deliver training courses for HALO staff on climate change awareness and environmental management.

Project management

  • Support Programme Officer with the design and writing of project proposals focused on addressing conservation, climate change, and development.
  • Monitor strategy, budget, case studies and report-writing of environment projects, as well as providing administrative assistance as needed.
  • Take notes at meetings and maintain an archive of HALO internal notes and official minutes.
  • Brief programme management (PM, DPM, POs) on meeting outcomes and decisions, particularly in topics related with environment/development policies and strategies promoted by other stakeholders within the national context.
Job Requirements

Essential:

  • Bachelor’s degree in environmental management, Environmental Science, Conservation Biology, or related field.
  • Minimum of 4 years of experience in environmental project management or related roles. Thorough and demonstrable understanding of the Cambodian state (national/local) mechanisms
  • for environmental protection and conservation, and climate change strategy.
  • Strong interpersonal and communication skills, with the ability to effectively engage with diverse stakeholders.
  • Proficiency in project monitoring and reporting, including data analysis and information gathering through survey.
  • Ability to work collaboratively in a team environment, as well as independently with minimal supervision
  • Strong organizational skills and attention to detail, with the ability to manage multiple tasks simultaneously.

Skills & Knowledge:

  • Proficient in Microsoft Office suite (Word, Excel, PowerPoint, Outlook) and other relevant software applications.
  • Languages: professional working proficiency in English; fluency in Khmer.
  • Familiarity with project management tools and methodologies.
  • Ability to interpret and analyse environmental data to inform decision-making and project evaluation.
  • Understanding of environmental monitoring and evaluation principles.
  • Knowledge of mine action would be an asset.
