Job Description

We are looking for various positions as technical expert in Cambodia as follows:

  • National Social Safeguards Specialist
Job Responsibilities & Duties
  • Lead the PMUs in complying with the procedures and requirements for the implementation of social safeguard documents, including RF and IP, as specified in the PAM, to ensure the screening, approval, and implementation procedures and processes are being applied in accordance with the approved safeguard documents;
  • Establish safeguard document data collection and develop a framework for mitigation of risks that have and identified during term of the project;
  • Update and confirm the due diligence and social monitoring assessments reports required by the government and ADB policies;
  • Contribute and provide guidance to the design and implementation of the project’s M&E and knowledge management system, specifically with respect to indigenous people and ethnic minorities group;
  • Assess the capacity of the PMUs on IP and EM preparation, implementation, and monitoring;
  • Provide safeguard training and briefings on the project’s safeguard policy requirements and its implementation to staff of the PMUs;
  • Assist to develop the public consultation plan during implementation to ensure that the project-affected people / communities are consulted and aware of the project activities and the impacts on their communities;
  • Assist and provide guidance and training on the establishment and development of the project’s grievance and redress mechanism (GRM) database for monitoring and reporting purposes;
  • Provide inputs to Quarterly Progress Reports; and
  • Carry out other social safeguards activities as required by the PMUs.
Job Requirements
  • Bachelor’s degree in development studies, social sciences, or a related field;
  • Minimum 7 years of experience implementing social safeguards, including gender mainstreaming, for ADB or other donor financed projects in rural and remote areas;
  • Minimum 5 years’ experience with ADB or other donor financed projects and the Cambodian government’s gender, social development and social safeguards policies, frameworks and practices;
  • Good interpersonal communication in spoken and written Khmer and English languages; and
  • Problem-solving skills and sensitivity to issues associated with gender, ethnicity, and poverty group in Cambodia.
