The Royal Government of Cambodia has received financing from Asian Infrastructure Investment Bank (AIIB) in the form of a loan toward the cost of National Restoration of Rural Productive Capacity Project (NRRPCP). The objective of the project is to sustain the rural economy and livelihood of vulnerable rural population and returning migrants affected by the COVID-19 pandemic.
- Financial Management Assistant
- At least a Bachelor’s Degree in finance, accounting or a related field;
- Five years of working experience as a Financial Specialist in projects financed by development partners such as WB, ADB, IFAD, or UN Agency.
- Working experience progressively in financial management using Standard Operating Procedure on Project Management and Standard Operating Procedure on Financial Management issued by RGC’ Sub Decree No. 74, dated 22nd May 2012 and the updated RGC’ Sub Decree No. 181, dated 02nd December 2019 (preferable with development partner funded projects such as WB, ADB, IFAD, or UN Agency);
- Knowledge of Microsoft Office, Peachtree/Sage 50, QuickBooks or other similar accounting software, and willingness to learn computerized accounting system;
- Demonstrate experience in conducting training and knowledge/skill transferred to the Finance Teams;
- Demonstrate ability to consult and work cooperatively with others;
- Be professionally comfortable with interacting with staff of commercial banks;
- Over six years’ experience of RGC’s Standard Operating Procedure on Project Management and Standard Operating Procedure on Financial Management;
- Be alert and diligent; and Have the ability to keep confidential information;
- Written and spoken proficiency in English and Khmer, computer literacy, especially good quality in using Khmer Fonts included Khmer Unicode; and
- Strong communication skills and teamwork experience.
The consultants will be selected in accordance with the AIIB Procurement Policy and its associated Interim Operational Directive on Procurement Instructions for Recipients. AIIB’s Policy on Prohibited Practices will apply to all contracts.
