  • Program Officer for WASH and Health
Job Responsibilities & Duties
  • Program Implementation and monitoring
  • Support in managing local partners within the WASH and Health projects.
  • Contribute to project monitoring and gather the stories for learnings and reflections in WASH and Health (WnH) program
  • Oversee the relationships and collaboration with health center/Hospital/Operational District staff, Ministry of Health/PHDs, and other ministries partners.
  • Represent WaterAid Cambodia at the Provincial Technical Working Group for Health meetings (Pro-TWGH).
  • Support the implementation of inclusive, climate-resilient WASH and Health projects across targeted healthcare facilities.
  • Assist in overseeing day-to-day program activities, ensuring timely delivery of project milestones.
  • Support grant management processes, including regular health checks and financial tracking.
  • Assist in the development and dissemination of advocacy materials related to WASH and health system strengthening.
  • Technical Support and Development
  • Contribute to lead the implementation of national WASH in Health Care Facilities guidelines.
  • Support in design training materials for low skill staff at health care facilities such as cleaner
  • Lead/support on identify innovative WASH and Health project for the improvement Cambodia’ Quality of Care.
  • Learning and documentation
  • Support learning sessions and contribute to documenting lessons from the WASH and Health Program and turn the learnings into policy document briefs, technical paper and manuscripts.
  • Coordinate with the LE Communications team to develop strategic communication products based on program evidence.
  • Support the Program Coordinator to develop case studies, policy briefs, and reports to influence national and international WASH and health policies.
  • Coordination, Advocacy and influencing
  • Foster WaterAid's existing relationships with key policy-makers and agencies as advocacy targets or allies in the pursuit of WaterAid's strategic.
  • Support on advocacy and influent activities on inclusive- climate resilient WASH in HCFs embedded in other health policies and guidelines such Policies and Procedures (P&P) and other quality of care topic.
  • Identify opportunities for WaterAid to be represented in relevant forums and publications to promote and enhance our understanding of this themes.
  • Coordinate the dissemination of research findings to external and internal partners, and engage with key policy makers included Ministry of Health (MoH) and National Maternal and Child Health Centre (NMCHM), targeted bi-lateral and multi-lateral agencies, policy makers in the health and WASH sectors; and the academic community.
  • Ensure external knowledge and learning permeates WaterAid through links with external organisations; and proactively keep up to date with current developments within this sector.

Qualifications

  • Essential
    • Bachelor Degree in Public Health or social sciences related Or Bachelor degree in above discipline with strong health research skill
  • Desirable
    • Relevant degree related to development study or environmental sciences.

Experience

  • Essential
    • Clear programmatic understanding at local and national level at health sector.
    • Working with Government systems at national and/or sub-national level.
    • Relevant experiences on water, sanitation and hygiene and health – related WASH topics.
    • Experience in conducting formative research, process evaluation and developing creative intervention.
    • Writing high quality reports for a range of internal and external audiences.
    • Write project case studies, communication materials and documentation.
    • At least 3 years of relevant work experience – including in program management.
    • At least 2 years of experience of managing partners.
    • Operationalizing effective monitoring, evaluation and learning process.
  • Desirable
    • Experience designing and conducting evaluation and research relating to health and behaviour change
    • Experience working with the Ministry of Health and Provincial Health Departments (PHDs).
    • Experience of establishing new partnerships.
    • Experience working in building capacity of partners.
    • Have knowledge on Gender, inclusion and equity.

Knowledge and skills

  • Essential
    • Writing briefing notes and reports.
    • Strong facilitation and communication skills in Khmer and English (both written and verbal),
    • Good editing skills and the ability to tailor communication materials for different audiences.
    • Organised and methodical approach, with the ability to manage multiple priorities and meet deadlines.
    • Knowledge of national health strategy plan
    • Skill in designing and facilitating knowledge sharing and events
    • Strong computer literacy: MS Office (Excel, PPT, Word) and other online learning platform.
    • Willing to learn new things via exiting WA learning platforms such to be part of existing internal working group, learning hub and global/regional webinars
  • Desirable
    • Ability to build capacity of partners.
    • Ability to coach and train partner.
    • Ability to work with ministry of health on development digital training materials.
