Job Description

The HALO Trust is the world’s largest humanitarian mine action organization, working to rid the world of landmines and explosive remnants of war. Employing over 13,000 staff on the ground in 29 countries and territories helping millions of families return to their homes safely, but there is still much more to do.

The HALO Trust has been working in Cambodia since 1991 and currently employs over 1,200 staff to work on mine clearance and explosive ordnance disposal projects in the north and northwest of the country.

We are now looking for qualified candidate to fulfill the position below:

Job Responsibilities & Duties

Resourcing / Recruitment and Selection

  • Assist the HR Manager to revise and implement local recruitment and selection policy and procedures for HALO Cambodia, ensuring compliance with local labour law and HALO global policies.
  • Coordinate with managers to ensure that all recruitment and selection activities in HALO Cambodia comply with local policy and procedures.
  • Support to ensure that all recruitment and selection of staff meet safeguarding, diversity and inclusion standards of HALO.
  • Ensure all staff at the field have updated contracts and job description by liaising with the HR team ensure staff contracts are aligned and updated with HALO’s policy and procedure and Cambodian Labour Law.
  • Maintain all recruitment and selection records for HALO Cambodia in the field.
  • Coordinate onboarding and induction programmes and ensure that all new hires go through the process.
  • Ensure that all staff contracts received are signed and shared back for proper filing and documentation.
  • Responsible for placing adverts in the field as maybe needed, coordinating and participating on interview panel.
  • With support from the HR manager, maintain a pool of candidates to effectively manage staff attrition on the field to ensure there are not gaps.

Staff documentation and welfare

  • Attend to staff leave requests, maintain a tracker for staff leave and management all absences.
  • Work closely with the welfare committee to ensure regular team building and team bonding activities are carried out at the field.
  • Work collaboratively with the Unit Commander to ensure that staff are provided basic needs and report impact to the HR manager.

HR database Management

  • Ensures all documents needed for personnel files are sent back to HQ in a timely manner and that all documents are signed accordingly.
  • Attend to staff concerns and complaints on the field and escalate as may be needed.
  • Maintain a detailed staff database to support the monitoring of absences and to manage staff leave.
  • Ensure that all staff complete the probationary assessment in a timely manner and all confirmation letters are issues, signed and filed accordingly.
  • Support in ensuring completion and socialization of the appraisal process.
  • Ensure field staff understand and participate in surveys and feedback sessions, action planning meetings of the organization.
  • Ensure all staff files are scanned and maintained in a central folder.

Administrative functions

  • Coordinate drug testing for Field Staff three times a year.
  • Translate policies, procedures, documentation as required.
  • Visit locations/demining camps regularly to meet with staff to inspect living conditions and identify any areas for improvement.
  • Ensure HALO Cambodia staff have proper means of identification by making sure that staff ID cards are produced and distributed to all locations.
Job Requirements

Essential:

  • A B.Sc. Degree in Human Resource Management/Social Sciences or other related courses. Any relevant professional certification and a Master’s degree will be added advantage.
  • 2 - 3 years’ practical work experience in managing human resources systems in a similar organization
  • Familiarity with Cambodian laws.
  • Experience in file management and data management system and processes.
  • Some experience in the Human Resource Management functions; recruitment, onboarding, induction
  • Good writing and speaking in English language and Khmer is an added advantage

Skills & Knowledge:

  • Attention to detail, ability to methodically organize work process and review employee documents, good communication skills, good analytical and problem solving skills.
  • Strong work ethic, ability to work productively in multi-tasking and stressful situations.
  • An independent and proactive worker, able to work both independently and in a team.
  • Adaptability and flexibility with the ability to prioritize competing tasks.
  • Willingness to work and live at HALO field location based on the operations cycle.
