- Monitoring and Evaluation Officer
WHAT YOU WILL DO:
- Implement the project M&E system to measure specific project targets and to ensure timely delivery of outputs with quality;
- Assist the MEL team to develop standard monitoring tools in Khmer and English for quarterly/annual reports, learning agendas, and tracking project progress to ensure timely delivery of outputs.
- Assist with the collection, analysis, and reporting on performance indicators by other team members and project counterparts;
- Entry of all data that is collected from training workshops, meetings, and school reports by using the standardized spreadsheeting, online/offline Kobo data collection, and database;
- Work with provincial office staff to ensure successful implementation of a performance monitoring plan based on each target province;
- Produce performance monitoring reports describing progress made against agreed-upon indicators;
- Assist in analyzing monitoring data to derive lessons for improvement and make recommendations in the target province;
- Prepare data tabulations, reports, and presentations to support project activities based on the requirements of the project;
- Support the Provincial Coordinator in the collection of data or information needed in the preparation of reports;
- Work with the MEL team to prepare monthly, quarterly, and annual progress reports on the status of project implementation; contribute to other project reports, such as annual work plans;
- Identify MEL training needs and provide capacity building through training, coaching, and mentoring to staff, partners, and relevant stakeholders.
- Train project staff and relevant stakeholders, especially Provincial Offices of Education (PoE), District Offices of Education (DoE), school directors, and mentors, in the use and management of the Monitoring and Evaluation System and the standard monitoring tools;
- Collect and store all provincial EMIS data (Educational Management Information System) and relevant educational research data;
- Provide all project data and information to stakeholders, including relevant MoEYS departments, provincial offices of education, and district offices of education, especially on integrating the annual operational plan (AOP);
- Perform other tasks as may be assigned by the supervisor or by the MEL Manager.
WHAT YOU WILL NEED:
- Master’s degree and 1 year of experience or bachelor’s degree and 3 years of experience or equivalent combination of education and experience in implementing M&E as a minimum requirement;
- Experience in development of data collection and monitoring tools and especially managing data collection in the field
- Experience in using/managing M&E database systems for data entry, data collection, analysis and reporting.
- Experience on engaging the relevant staffs and stakeholder in the M&E process and tasks

- An understanding of and commitment to RTI’s mission and values
- Excellent knowledge of MS Word, Outlook, PowerPoint, especially Excel and Access with related data collection tools such as Google Form, Tangerine, and Kobo Data Collection
- Good level of proficiency in both qualitative and quantitative analysis
- Good communication skills and strong facilitation skills
- Ability to listen and communicate well both verbally and in writing in English and Khmer
- Ability to work independently and attention to detail and accuracy
- Ability to work under pressure environment.
- Ability to work well with mentors, school directors and stakeholders in education system
- Willing to travel extensively at the project’s sites.
