Job Description

Open Development Cambodia Organization (ODC) is the leading open data digital platform in Cambodia, which provides up-to-date and reliable data and information publicly available in a 'one-stop shop' in both Khmer and English. Following open data principles, the data and information are available to everyone at no cost and can be used, reused, and shared under a Creative Commons License. The purpose of ODC is to promote the use of accurate data for evidence-based decision-making processes, enhance government accountability and transparency, as well as encourage citizens’ participation in public affairs. ODC was conceived by the East-West Management Institute (EWMI) and officially registered as a local NGO in August 2015.

  • Monitoring & Evaluation (M&E) Specialist
Job Responsibilities & Duties
  • Open Development Cambodia (ODC) is looking for a new full-time Monitoring & Evaluation (M&E) Specialist to join the team. The Monitoring & Evaluation (M&E) Specialist is a crucial position with two levels of responsibility:
  • First, at the institutional level, the M&E Specialist will be in charge of planning, implementing and monitoring ODC’s M&E reporting frameworks and data collection toolkits. These are necessary to develop the impact stories and assess the progress that ODC has made against its organizational visions and missions.
  • Second, at the program level, since ODC is also implementing various development programs and projects with set M&E standards required by different donors, the M&E Specialist will also monitor all project activities and indicators, outputs and progress towards anticipated results as required by donors. On a regular basis, the M&E Specialist will be in regular contact with the project lead and project team to monitor the collection of data and ensure accuracy and timeliness.
Job Requirements

Education:

  • A bachelor’s degree in statistics, demographics, public policy, international development, economics, or a related field.
  • An advanced certificate in M&E, statistics or economics is preferred.

Experience:

  • Minimum of three (3) years of professional experience in an M&E position responsible for implementing M&E activities of both national and international development projects.
  • Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Experience in designing and managing project monitoring and database systems.
  • Experience in performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
  • Knowledge of major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
  • Experience in planning and managing surveys.
  • Experience in developing and refining data collection tools.
  • Experience with data quality assessments and oversight.
  • Experience in managing and providing training to project teams.
  • Ability to facilitate and serve as project liaison for externally managed evaluations.
  • Languages: Good knowledge of English and Khmer.
