The National Reference Medical Laboratory (NRML) of the National Institute of Public Health (NIPH) is a national reference laboratory assigned by the Cambodia Ministry of Health. It is an administratively semi-autonomous institution. The NRML provides routine clinical laboratory services, including hematology, biochemistry, serology, and immunology. Furthermore, NRML fills its public health mandates as a testing center for vaccine-preventable disease surveillance, including measles, rubella, Japanese encephalitis, and rabies surveillance in collaboration with WHO and the national expanded program on immunization (EPI). Additionally, OPD of NPHL is the first Public Laboratory of which obtains ISO 15189 accreditation in country. Thus, the NRML is cooperating with the US-CDC in implementing ISO 15189 program, External Quality Assessment (EQA), Laboratory Quality Management System (LQMS) training program and Management and leadership program,
which are the project's main goals and missions.
- Project Coordinator
Planning:
- Directly support the Business Official to lead preparation of quarterly, semi-annual, and annual planning documents.
- Coordinate and ensure the plans are submitted on time to the Project Director.
Lead development of the Annual Cooperative Agreement (CoAg) application and workplan. This includes coordinating with leads for each CoAg sub-component to:
- Convene all components for preparatory meetings
- Convey application/work plan requirements,
- Set internal deadlines for application/work plan development
- Receive, compile and edit application/work plan components
- Coordinate with the US CDC team for review of the application
Coordination:
- Support the Project Director and Business Official to routinely liaise with all CoAg sub-components and the US CDC team. Ensure sub-component efforts are complementary and synergistic, including through efficient use of resources.
- Coordinate to ensure an efficient work flow among technical teams/ sub-components of NIPH with the Finance/Procurement team. Ensure compliance with the NIPH/US CDC CoAg Standard Operating Procedures.
- Ensure quarterly NIPH – US CDC CoAg meetings occur as per an agreed schedule and coordinate logistics. Coordinate NIPH and US CDC team schedules, develop meeting agendas and ensure preparation of materials. Plan other ad-hoc meetings, as requested. Ensure minutes are taken during all CoAg - related meetings with US CDC with specific action items outlined. Ensure action items are followed up on/resolved in a timely manner.
- Work with sub-components to ensure all CoAg funding restrictions are addressed in a timely manner
Monitoring & Reporting:
- Serve as focal person to provide regular updates on project activity implementation status and spending rates for all sub-components to Project Director, Business Official and US CDC team.
- Lead the development of quarterly, semi and annual reports, including inputs from all sub-components.
- Ensure timely submission of required documents and reports to CDC headquarters and other donors following terms and conditions of the Notice of Award and other guiding documents.
Human Resources Management
- Work with the HR team and management team in the recruitment of staff for the project.
- Work with the HR team and management team in performing the staff performance evaluation for USCDC contract staff.
Education
- Master’s degree in a health-related field including Public Health, Community Health, monitoring and evaluation or an equivalent
- Project management qualifications
Experiences and skills
- At least two years’ experience in project management, monitoring, evaluation, reporting, and proposal writing.
- Advanced level written oral English.
- Proficiency Microsoft Office applications (Word, Excel, PowerPoint)
- Very responsive communication and able to communicate via internet, email, telegram, zoom, what’s app and others.
- Ability to prepare and manage project budgets
- Strong leadership and negotiation skills
- Ability to work as part of a multidisciplinary team with national and international staff, and maintain strong working relationships with partners.
- Strong coordination skill and able to work under pressure
