The National Centre for HIV/AIDS, Dermatology and STD (NCHADS) as part of the Ministry of Health is the agency responsible for the management of the national HIV program in Cambodia.
Cambodia is one of the successful countries in the Western Pacific Region in the national response to HIV epidemic by reducing the HIV prevalence among people aged 15-49 years-old from 1.6% in 1998 to 0.6% in 2017. It is estimated that there are 68, 678 people who are living with HIV (PLHIV) in Cambodia in 2017. Data of HIV testing at VCCT sites and HIV positive registration at ART services are being collected through VCCT and ART databases deploy at point-of-care to be better and serve the monitoring and reporting purposes. National Centre for HIV/AIDS Dermatology and STD (NCHADS) is using DHIS2 for VCCT Direct Data Entry Application to track the clients who come to received HIV consultation and testing at VCCT service in hospitals. The data entry occurs at each VCCT clinic by data entry clerk. The data is online that perform dashboards and reports to provincial level and Nchads for the national level.

FUNCTIONAL REQUIREMENTS
- Build a main VCCT Database server on NCHADS Linode Server:
- Design database structure for a main VCCT Database that is match to all VCCT client database.
- Aggregation/Migration of VCCT database of all sites by Data Sync
- Develop API on Main VCCT Server for sharing and retrieving data-updates from VCCT Database of all sites and End-point for enable requesting from other programs as ART, IDPoor and NPD for linking.
- Deploy on NCHADS Linode server.
- Logs of data sync, logs of user logins history.
- Update existing VCCT Databases Structure to be able to sync data to main Vcct Database on Nchads Linode server
- Revise VCCT legacy Database structure using MySQL/ PostgreSQL
- Standardize naming convention
- Insert log attributes for sync
- Develop VCCT Android App at VCCT Site to be able to work, data capture both offline/online.
- Revise/Update existing legacy Database structure to match with Main database server for support Offline/Online:
- Develop a client-application
- Logged histories of user-login and sync to Main VCCT Database Server.
- Export Monthly/ Quarterly/Yearly and period of date to date reports.
- Coordinate and work closely with NCHADS IT Team and relevant national stakeholders collect functional and nonfunctional requirements, understanding the current system/environment, data and workflow and arrange technical meetings for progress updates and to suggest taking action.
- Maintenance service for 3 months after deployment.
- Conduct training with manual/courses material including technical/database documents for handover the project development/maintenance to NCHADS IT Team.
Qualifications required:
- Team with experience and skills:
- Project Manager with Master degree Computer Science or any IT related field
- Project Manager of software development with at least 5 years of working experience.
- Senior Developer of software development with at least 3 years of working experience.
- Experience in Software Development, building system integrations using VB.NET Framework
- Experience in Web Service Development, Node.JS, React Native, PHP/Laravel, jQuery, responsive design, content management system.
- Experience in Web Server hosting and Linux Cloud Server Administration
- Excellent in Database Design and Database Analyze using MySQL/ PostgreSQL
- Strong in oral and written English language skills.
