The "Strengthening Preservice Education System for Health Professionals” (SPESHP) Project is funded by the World Bank and managed by the Ministry of Health during the period 2020 to 2026. The project aims to improve the quality of education for health professionals entering the workforce in response to health system needs. It targets two priority areas, which accordingly form the first two project components. The first component aims to improve the governance of health professionals’ education in Cambodia by establishing education regulations and standards as well as measuring educational outcomes. The second component aims to strengthen competency-based teaching and learning capacity in selected health training institutions (HTIs) including University of Health Sciences (UHS) and four regional training centers (RTCs). The third component will support the project management, monitoring and evaluation.
The Ministry of Health is recruiting the following Individual Consultant to carry out and implementing the Strengthening Preservice Education for Health Professionals (SPESHP) Project:
- National Architecture Consultant (1 Position)
DESIGN STAGE
- Provide the professional services required to refurbish or rehabilitate property including conceptual design, development design and preparation detailed drawings.
- Coordinate with other key experts (Structural and MEP Engineers) and make sure his/her design align with each other.
- Presentation and revision of designs based on user (HTI and Project Management team (PMT)) feedback.
- Ensure that construction specifications correspond to the type of drawings.
- Provide technical support for preparation of bidding documents and also assist to response the questions from bidders related to the design during tendering process, the responses will be submitted to bidder only through Project.
- Make sure the drawings (2D and 3D) and design meet the requirements of user and are compliant with technical standards and safety.
- Assist civil engineer in construction component design and any other construction activity that may be assigned under project.
- Assist in evaluation and improvement of the existing detailed drawings, bills of quantities (BoQ), estimates cost, schedule and specification if needed.
- Perform any other duties assigned by Head of Project Management Team.
SUPERVISION STAGE
- Monitor the construction progress.
- Supervision and oversight of construction activities.
- Regular site visits to ensure adherence to design and quality standards.
- Coordination with contractors and resolution of design-related issues.
- Review and approve shop drawings of architectural work, material submittals, and any other construction documents provided by the contractor to ensure they align with the design intent.
- Inspect finishing materials and workmanship to verify that they meet the required standards and specifications.
- Address any design issues or unforeseen conditions that arise, making adjustments as necessary to resolve conflicts. And provide solutions to on-site challenges and advise on practical adjustments to ensure the design intent is maintained.
- Other tasks as required by project.
- At least Bachelor Degree in architect or equivalence
- Formal registration as an architect is a must
- At least 5 years’ experiences in architectural design
- Demonstrated very good record of past performance.
- Experienced in producing at least 5 project of detail drawings.
- Experienced of working with projects funded by development partners such as ADB or World Bank would be an asset.
- Provide evidence of understanding in Khmer – style construction and architecture;
- Demonstrated ability to compile and produce high quality reports
- Demonstrated expertise in technical drawing and 3D modeling such as Sketchup, Revit Autodesk Architecture, MS Project, and preparing technical specifications of construction documentation in both Khmer and English.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" Fourth Edition, November 2020 setting forth the World Bank's policy on conflict of interest.
A Consultant will be selected in accordance with the selection of Individual Consultant method set out in the World Bank Procurement Regulations for IPF Borrowers, Fourth Edition November 2020.
