Cambodia is at a new turning point of economic architecture modification from the dependence on the agriculture sector and labor-intensive industries to the high value-added and highly technical skilled industries. The change of global and regional economic structure, as well as the 4th Industrial Revolution, have become opportunities for Cambodia to develop the key economic poles and chances to achieve its vision to become a high middle-income country in 2030 and a high-income country in 2050.
The Royal Government Cambodia has embarked a visionary journey, charting Master Plan Develop Preah Sihanouk Province into Model Multi-purpose Special Economic Zone (SEZ) Develop Cambodia’s Coastal Provinces into Multi-purpose Comprehensive Economic Corridors (SCSP). The project started the 2nd phase in January 2024 and is expected to be completed in December 2026.
The Project Management Office is looking for the technical support of an accounting review consultant to review and update the existing Chart of Account (CoA) and financial management reporting template.

- Scope of the Assignment
- With the aim of strengthening the quality of the accounting reports with best practice of the Finance and Accounting section of the Project Management Unit, the consultant shall perform the following tasks:
- To provide technical support to ensure the COA supports the generation of necessary financial reports and upload them into the SAGE 50 Accounting Software for Windows;
- To design Internal and external financial management reporting template in line with government rules and regulations for the Project SCSP related with fund receipts and expenditures using data from the SAGE 50 Accounting Software;
- To prepare for system updates or migrations if necessary;
- To be able to document the COA structure, its rationale, and any policies associated with it;
- To conduct briefings to relevant project team on COA structure, Financial Management report template, Rationale.
The consultant must satisfy the following requirements:
- A university graduate (preferably with a post-graduate degree) in Accounting, finance, Certified Auditor (ACCA or other recognized international accounting/ auditing certificate);
- At least 5-year experience working in auditing services or setting up Chart of Account (COA);
- Knowledge of how the COA contributes to the overall internal control environment. The structure should minimize the risk of errors, fraud, or misstatements;
- Familiarity with accounting software like Sage 50, Peachtree, QuickBooks;
- Fluent English is compulsory; and
- Excellent communication skill especially clear messages to relevant parties of the assigned tasks.
