Programme Background Information
The Royal Government of Cambodia (RGC) has implement the Cambodia Programme for Sustainable and Inclusive Growth in the Fisheries Sector: Capture component (CAPFISH-Capture) from 2019-2025. The Financing Agreement was signed on 01 July 2019 and became effective on the same date. The overall objective of the CAPFISH program is to achieve a more sustainable, climate-resilient and inclusive development of Cambodia freshwater and marine fisheries. It will thus contribute to achieving the objectives of the National Strategic Development Plan (NSDP), the Strategic Planning Framework of Fisheries (SPF 2015-2024), and the fisheries programme of the 5-year Agriculture Sector Development Plan (ASDP), as well as improvement in areas relevant to the fight against IUU fishing. Although it is expected that the same reform policy will be pursued in the coming years, it is foreseen that, following the adoption of the ASDP 2019-2023, there may be a need to adjust the programme to ensure continued alignment, notably the variable tranche indicators of the budget support. The specific objectives are:
Improved conservation, management and compliance with fisheries laws and regulations in the inland and marine domain (SO1, linked to SPF pillars 1 and 4);Post-harvest fisheries are developed (SO2, linked to SPF pillar 3);Improved resilience of the fishing communities of the Tonle Sap and coastal areas (SO3).
In line with the above objectives, the Vessel Monitoring System (VMS) is required to be fully operational.
Management of the Programme
The CAPFISH-Capture Programme located in the Fisheries Administration (FiA), of the Ministry of Agriculture, Forestry and Fisheries (MAFF), supports and facilitates the Implementing Agencies (IAs) in line ministries for programme implementation, including programme management and coordination, procurement and finance.
- Vessel Monitoring System Consultant
Objectives and Scope of the Assignment
- The objective of this assignment is to assist the CAPFISH-Capture Programme to ensure that the VMS is fully operational.
- The Consultant will be based in the Fisheries Administration (FiA) at Phnom Penh and will travel to four coastal provinces regularly and will be responsible for:
System Implementation:
- Assist in monitoring all VMS equipped fishing vessels and to contact the vessel owner immediately if the vessel fails to report to the VMS system.
- Monitor the server’s operational status and address any server issues immediately, or contact the service provider, if unable to resolve the issue.
Data Analysis
- Analyze vessel tracking data to monitor compliance with regulatory requirements.
- Prepare reports Director of Fisheries Inspectorate on vessel activities, areas and operational profiles (such as activity heat maps) to assist with the preparation of patrol plans.
Training and Support
- Provide training to Fisheries Administration Inspectorate (FiAI) officers and operational staff on operational VMS use.
- Provide ongoing technical support and troubleshooting of system issues.
Regulatory Compliance
- Monitor the vessels for compliance with national and international reporting requirements.
- Stay updated on relevant regulatory requirements and industry standards.
System Optimization
- Evaluate (after 6 months) the effectiveness of existing VMS and recommend improvements.
- Provide recommendations on the implementation of best practice for VMS data collection, monitoring and reporting.
Stakeholder Collaboration
- Facilitate communication between vessel operators and VMS technology providers of the FIA VMS system.
Risk Assessment
- Identify and report potential risks related to vessel operations and monitoring.
- Develop and implement strategies to mitigate these risks.
- Other tasks as may be required by the CAPFISH-Capture Programme Director.
Deliverables
The Consultant’s output is expected to consist of, but is not restricted to, the following deliverables:
Compliance Reports:
- Monthly reports analyzing vessel data to ensure adherence to regulatory requirements, including summaries of compliance status.
Performance Metrics Reports:
- Detailed reports on vessel performance (vessel activities, fishing, non-fishing, transit, areas fished) and operational profiles (such as activity heat maps), and operational insights derived from VMS data.
Risk Assessment Report:
- A monthly evaluation of potential risks associated with vessel operations, along with recommended mitigation strategies.
System Optimization Recommendations:
- A report outlining areas for improvement in the VMS, including suggested upgrades or best practices.
Technical Support Documentation:
- A comprehensive guide for troubleshooting common issues and maintaining the VMS.
Stakeholder Engagement Summary:
- Documentation of meetings and communications with stakeholders, including feedback and action items.
- Implementation Arrangements
- The Consultant will report to the Programme Director and work under direct supervision of CAPFISH-Capture Programme Coordinator for Operation and shall work closely with all project teams of CAPFISH-Capture. The Consultant will be stationed at the FiA-Phnom Penh and will travel to four coastal provinces regularly and is expected to work on a full-time basis for the period of one (01) year that can be extended based on satisfactory performance and availability of funds.
Educational Background:
- Bachelor’s or Master’s degree in Maritime Studies, Information Technology, or a related field.
Experience:
- Relevant experience in maritime operations, vessel management, or marine technology.
- Experience with VMS implementation and management.
Technical Skills:
- Proficiency in the use of VMS software and hardware.
- Understanding of satellite communication systems and marine navigation technologies.
Regulatory Knowledge:
- Familiarity with national and international maritime regulations and compliance standards.
Analytical Skills:
- Strong data analysis capabilities to interpret vessel performance metrics and compliance data.
Project Management:
- Experience in managing projects, including planning, execution, and stakeholder communication.
Training and Communication:
- Ability to develop training materials and conduct training sessions.
- Strong verbal and written communication skills for effective collaboration with stakeholders.
Problem-Solving Skills:
- Capability to troubleshoot technical issues and provide solutions promptly.
Adaptability:
- Ability to work in dynamic environments and adapt to changing technologies and regulations.
