Job Description

ISF Cambodia (ISF) is a Cambodian based charity with over 18 years of experience using education and sport to change lives. Our aim is to make a fundamental and lasting change in the lives of some of the poorest and most disadvantaged children and their families in Cambodia.

Our Education Programme focuses on children in the slums of the Cambodian capital Phnom Penh, whose extreme poverty means they have never gone to school or have had to drop out. We provide them with a quality education a whilend healthcare whilst working closely with their communities to lift entire families out of poverty. Through our grassroots Football Programme, ISF works directly with 4,000 youths, promoting equality and providing opportunities to those marginalized by poverty, disability, HIV and gender.

ISF is looking for a highly motivated individual who can fulfill the position of Head of Finance, HR and IT. The successful applicant will be a highly motivated individual with excellent team-working and communication skills, seeking to learn and further develop their skills working for a non-profit organization.

Job Responsibilities & Duties

Finance (50%)

  • Collaborate with senior managers from each department to formulate the ISF annual budget.
  • Work with Fundraising and Programme teams to prepare budgets for grant proposal
  • Responsible for ISF cash flow forecasts, based on the funding pipeline
  • Deliver continuous improvement to existing financial processes and develop new financial and management processes to meet the specific needs of NGO financial management as required
  • Responsible for the application of good financial practices in respect of documentation and accounting records
  • Responsible for developing and reviewing financial policies, as well as ensuring compliance with Cambodia’s tax regulations and ISF policies related to the organization's financial management.
  • Ensure that all current and new staff are aware and understand and follow ISF’s finance policies
  • Issue payment and maintain full accountancy records of all income and expenditures of ISF programs into QuickBooks System.
  • Assist the Chief Executive and Board of Trustees in the financial oversight of ISF and produce Monthly/Quarterly/Yearly Management Reports.
  • Responsible for the delivery of appropriate, accurate and understandable financial information to ISF donors in line with their requirements and in a timely manner, including final approval of all donor budgets Vs actual expense reports.
  • Responsible for tasks as required for annual external audit in the UK and Cambodia.
  • Responsible for preparing annual Income Tax Return, Annual Financial reports for ISF to be submitted to relevant Ministries, Accounting and Auditing Regulator, General Department of Taxation of Cambodia.
  • Other tasks required by Chief Executive and Board of Trustees.

Human Resource (30%)

  • Produce and monitor the payment of monthly staff salaries and bonuses/seniority payments of staff; ensure the timely payment of taxes, insurance and benefits, and ensure the maintenance of accurate payroll records.
  • Managing and Co-ordinate annual staff performance appraisal.
  • Developing recruitment strategy to attract and recruit talent staff to fill vacancies and actively leading recruitment process: advertising, interviews and selection, etc.
  • Oversee the development of an orientation process for all new staff including: HR policy, HR procedures, employment conditions, ensure orientation program is completed satisfactorily.
  • Preparing staff contract and overseeing probation review, probation letter, employment letter.
  • Facilitating staff related legal document in making employment book, Work permit, visa entry and extension, health checkup, NSSF card, contract, criminal record and other documents as required by the ministry of labor and vocational training.
  • Liaising with concerned Government Ministries of Labor and Vocational Training, Ministry of Foreign Affair and NSSF regarding organizational MoU renewal, employee documents both local and expatriate such as employment book, work permit and Visa.
  • Coordinating with relevant government ministries to ensure timely submission of the annual report.
  • Be a representative and dealing with MoLVT for all legal and compliance services update
  • Develop / review HR policies, internal rules, work processes and guidelines to ensure HR functions are carried out effectively and efficiently and comply with local labor law compliance;
  • Ensure policies and practices are widely communicated and understood and follow by staff at all level through working collaboratively provide training or refresher-training
  • Develop and oversee renew agreement such as supplier agreement, service agreement, etc to be up to date.
  • Managing and Co-ordinate annual staff retreat/party/ and event.

Information Technology (20%)

  • Overall Management on IT system, Network, Data drive and to ensure that IT system is running smoothly, security and effectively and efficiently.
  • Decision making on IT materials purchase, material management and service support from outside.
  • Provide orientation on IT policy and ensure that all staff comply with it for high security.
  • Develop and revise the IT policy to ensure that it is up to date with current situation of ISF Cambodia.
Job Requirements
  • Bachelor’s degree in Finance, Accounting, or a related field is required. A Master’s degree or professional certification (e.g., CIMA, ACCA) is preferred.
  • Knowledge and experienced in Accounting Software QuickBooks Online or similar software
  • Knowledge of Cambodia Labor Law, CIFRS for SME, Law on taxation.
  • Seven years of experience in management roles, specializing in financial and human resource management.
  • Strong advisory and negotiation skills
  • Good analytical thinking and decision-making skills
  • Good interpersonal, facilitation and coordination skills
  • Excellent time-management and prioritization skills
  • Excellent interpersonal and communication skills
  • A positive approach to challenges, and possessing an advisory manner
  • Ability and willingness to work as part of a multicultural team
  • Honest and trustworthy
  • Fluent in both Khmer and English
