Job Description
Human Resource and Rural Economic Development Organization is a Cambodian non-governmental, non-profit organization, established by a group of Cambodian agricultural and rural development specialists in January 1999. HURREDO was officially registered and recognized by the Ministry of Interior in January 2000 (Number:057). Both staff and volunteers have skills and experience working in agronomy, agribusiness, fishery, aquaculture, forestry, livelihood, WASH and health.
- Human Development Facilitators (1 Position)
Job Responsibilities & Duties
- Receive training in PHDP thru discussion, lecture, readings, on-the-job work with observation, and cross visits to other areas.
- Spend at least 3 days per week in the field, enabling people to collectively resolve their community problems, needs and issues through PHD Process,
- Develop people’s capability in problem solving, project development, and organizational management.
- Facilitate formation of groups or organization/s which will sustain development work in the village.
- Document community work and prepare updates on issues, projects and organizational development.
- Attend to office work, e.g. meetings, trainings, documentation, etc., 1-2 days a week.
- Formulate and submit field operations plans (quarterly, monthly & weekly update,), reports, stories, case studies, photos and other documents as required.
- Attend weekly meetings and present a community development update for consultation, assessment and further inputs and share new challenges, new initiative, new creativeness, experience and lesson learnt amongst colleague and share the plans for the next week.
- Actively develop a network to provide important connections between people in the communities with resource agencies, including local government offices.
- Help facilitate cooperation and coordination between and among the field staff and program partner, Outreach International (OI).
- Participate in team building and other staff development activities. Actively support the development of partnerships between and among project players (the field staff, OI, and others).
- Assist in office/staff house maintenance.
- Do other task as required by the PHD Program and OI development partners.
- Must responsible and acknowledges to HURREDO’s policies such as Financial police, Personnel policy, Gender Equality Policy, Safeguarding Children & Young People Policy, Procurement Policy, Fraud and corruption Policy and other in-placed HURREDO’s policies.

- Beside conducting the past job performance check with the provided reference, HURREDO will check with the reference on the case of child abuse as well.
Job Requirements
- College degree or some college-level experiences in social sciences or other subject suited/related to Participatory Human Development work.
- Community organizing experiences. Significant experiences will be considered in lieu of a college degree.
- Above average intelligence, including academic intelligence, social/cultural intelligence, and/or indigenous intelligence). This can be determined through academic record, interview, and written test.
- Awareness about poverty and social realities.
- Emotionally mature
- Capable of carrying out work that is physically demanding (i.e., spending long days on your feet, walking over difficult terrain, and sleeping in rustic conditions).
- Possessing the basic attitudes necessary in PHD work, i.e., open to accepting and learning from mistakes, has the interest and initiative to learn, critical and creative thinker, democratic, disciplined, able to integrate and be comfortable with poor people, etc. These attitudes cannot be sufficiently observed during one interview; therefore, there will be a probationary period (three months or more) prior to final hiring. During the probationary period, the potential HDF is placed in a community to begin their work under observation.
- Have no other commitments (be it ideological or otherwise) whose principles, practice and time demand are in conflict with PHD work.
- Proven knowledge in program development, community management and mediation, implementation and monitoring.
- Open mind, punctual, motivate and curious person willing to learn new things.
- Better English literacy - reading, listening, speaking and writing.
- Documentation skills in both manual and digital methods
