General information
This document solicits applications from potential external consultants or firms to conduct the Gender and Social Inclusion (GESI) Analysis: “Diagnostic on inclusion and provide recommendations on how CSO4G can improve its inclusion strategies, particularly focused on people with disabilities, minorities, and intersectional groups linked to other forms of discrimination”.
Heifer Cambodia is a sub-application to CSO4G project (Prime by Heifer Netherland), responsible to oversee this assignment. The terms of reference include background information, objectives, scope of work, deliverables, required expertise, and proposal submission guidelines.
Background
CSO4G
The partners Heifer, Kundamlay Organization, Lutheran Hope Cambodia Organization, and Credit Union Foundation Australia (CUFA) is implementing the action Civil Society Organizations for Good Governance and Green Growth in Cambodia (CSO4G), funded by the European Commission. The aim of the project is to strengthen the capacity, participation and environment of farmers’ organizations to function as actors of good governance and development in agricultural value chains, leading to the promotion of socio-economic rights of smallholder farmers in Cambodia. The project will train and support self-help groups, cooperatives as well as the Social Entrepreneurs Union of Agricultural Cooperatives to deliver better services to their members and increase their capacity in supporting smallholder farmers.
The project combines a rights-based approach, building social capital through holistic community development with a focus on financial literacy, with a market systems development approach to increase farmer’s resilience to socio-economic challenges in Cambodia.

Scope of work
Desk Review:
- Review existing literature, policies, and strategies related to GESI and disability rights, for example, National Disability Strategic Plan 2024-2028
- Analyze CSO4G's existing programs and activities to identify GESI-related strengths, weaknesses, opportunities, and threats.
Field work and Consultations:
- Conduct Key Informant Interviews (KII) with government expertise delegate, national and sub-national levels, development partners (CDPO, PAfID, Agile, JSC, CARE…), CSO4G staff (all consortium organizations) and beneficiaries.
- Organize Focus Group Discussions (FGD) with marginalized groups, including people with disabilities, minority groups, women, youth and individuals potentially facing intersectional discrimination.
- Conduct field visits to project sites to observe inclusion practices and identify barriers.
Data Analysis:
- Analyse qualitative and quantitative data collected through the desk review, interviews, focus group discussions, and field visits.
- Identify key GESI issues and challenges faced by marginalized groups.
- Assess the extent to which CSO4G's current practices are inclusive and equitable.
- Develop a set of actionable recommendations to improve CSO4G's inclusion strategy and GESI practices, including:
- Develop the Gender and Social Inclusion (GESI) Strategy
- Support national and sub-national coordination mechanisms and structures for gender and social inclusion implementation.
- Recommendations for designing and implementing inclusive programs and activities.
- Recommendation on policies that different stakeholders would need to further enhance or influence the changes or reinforce the implementation of GESI
- Recommendation for communication strategy and tools that ensure more effective communication among different target groups/stakeholders.
- Suggestions for capacity building and training on GESI issues.
- Recommendations for monitoring and evaluation of GESI initiatives.
DELIVERABLES
- Inception report outlining the methodology, data collection tools (KII and FGD guiding questions), work plan and budget plan for the GESI analysis.
- Draft GESI analysis report, including findings, conclusions, and recommendations.
- Presentation of key findings and recommendations to Heifer and CSO4G consortium organizations
- Final GESI analysis report, incorporating feedback from Heifer and consortium organizations.
- Develop the Gender and Social Inclusion (GESI) Strategy
Nationality
- National or international consultant (national is preferable)
Education
- Advanced degree in social sciences, gender studies, development studies, or a related field.
Experience
- Proven experience in conducting gender and social inclusion analyses (GESI).
- Experience working with marginalized groups, including people with disabilities, minorities, and intersectional groups.
- Familiarity with the socio-cultural context of the target region, in this case, Cambodia.
Technical Skills
- Strong qualitative research skills, including designing and conducting interviews and focus group discussions (FGDs).
- Data analysis and report-writing skills.
- Ability to develop practical recommendations based on research findings.

- Methodology: Description of the qualitative methods you will use (e.g. KII, FGDs).
- Work Plan: Detailed timeline and steps for completing the analysis within the given timeframe.
- Team Composition: Information about the team members (if applicable) and their roles.
- Financial Proposal:
- A budget breakdown detailing the costs associated with conducting the analysis, ensuring it aligns with the provided budget of USD 4,500 to USD 5,347.83, percentage after tax (80%), total fund after tax USD4,545.65.
