GRET is a French NGO that has been actively fighting poverty and inequalities since 1976. There are 800 prefessionals working for GRET in 28 countries. GRET started its activities in Cambodia since 1988. Currently GRET is working in serveral sectors such as Water and Sanitation, Agriculture and Irrigation, Agroecology & Nutrition, Value Chains, Land governance and Social Protection.
Since 2010, GRET and CIRD implement activities in collaboration with PDA and PDoC, in order to develop a sustainable agriculture for smallholder farmers in Sotr Nikum and Prasat Bakong districts, in-Siem Reap province. It aimed at increasing incomes and at improving the livelihood of smallholder farmers through the development of sustainable agriculture by the intensification and diversification of agricultural productions and the strengthening agriculture cooperatives (AC) and their access to market. Since 2023, the project is evolving toward a territorial approach, increasing its area of intervention to 4 districts : Sotr Nikum, Chi Kreng, Svay Leu and Prasat Bakong and working with various stakeholders to co-build a plan for sustainable and safe food systems at provincial level, in addition to its continuous support to smallholder farmers. To achieve this, the project aims to reach the 3 following specific objectives :
Promote agroecological intensification and diversification of agricultural productionStrengthen producer organizations and structure local agricultural value chains to secure production and facilitate the sale of products on markets.Support provincial stakeholders in the co-construction and implementation of a development plan for efficient, safe and sustainable territorial food systems.
Currently, the project activities are directly implemented in 160 villages, through 10 AC in addition to collective actions with partners and local authorities in Siem Reap city.
GRET is looking for a Cambodian candidate for the position of Head of Project to manage this project and the team implementing it.
- Head of Project
- Plan and coordinate the implementation of activities
- Facilitate with TA the participative development of the program of activities for the entire project and its validation by HQPM every semester
- Ensure the program of activities breakdown into monthly action plans
- Ensure each component has a precise and clear strategy for activity implementation, with objectives and indicators
- Follow beneficiaries’ selection process and that agreements are made timely
- Coordinate field activities, follow up achievement VS planning, reorient activities according to the evolution of the situation if needed to achieve objectives and reach the targeted indicators, ensure good coherency and linkage between the different components
- Coordinate the actions on field with other Gret teams present in the project intervention area (Watsan team for SYCTOM activities, JADE team for youth integration, etc)
- Ensure the quality of activity implementation, including: checking experimental protocol before implementation and ToR for events, checking activities progress reports, training /meeting/ exchange visit reports, trials reports, field visits for supervision
- Provide the necessary technical, operational and institutional support
- Strategic analysis of the project (challenges, opportunities, main achievements, evolutions, recommendations, etc)
- Ensure monthly monitoring of activity implementation with the TA
- Act as the main main point of contact for donors, partners in Siem Reap province and all mobilized stakeholders
- Represents Gret in Siem Reap province
- Ensure activities respect the principles of intervention of SALAD ETIG
- Monitor and report on the implementation of activities
- Coordinate the implementation of the monitoring and evaluation system and supervise the collection and analysis of data produced to ensure that project indicators are met (for CD 92, Syctom, AFD, etc)
- Update the M&E guideline for the whole program once a year
- Check source of verification every 3 months with M&E officer
- Ensure proper update of farmers data base with M&E officer
- Write narrative reports in English for HQPM and donors, eventually with comments from TA and in Khmer for local authorities
- Prepare narrative reports for donors
- Lead the organization of the steering committee workshop twice per year with project partners
- Administration and financial management
- Ensure that GRET procedures are applied by project team and all rules are followed properly by everyone (financial, HR, logistic, etc)
- Check the relevancy of the program expenses, the availability of budget for those expenses, approve for purchase requests and quotations and propose suitable budget lines allocation
- Prepare ToR and contract for private companies/consultants
- Prepare MoU for partners such as PDA, CIRD, etc, in liason with Representative office
- Monthly cash request preparation with admin/accountant
- Check expenditures and vouchers for monthly accounting closure
- Ensure monthly budget follow up in liaison with Gret's representative office in Cambodia and the HQPM
- Update regularly inventory materials (office equipments-supplies)
- Count & check petty cash at the end of each month
- Check that all project and partners contracts are accurate, up to date, uploaded in Cambodia PM Sharepoint
- Global follow up of all donors’ contracts and donors’ reporting calendar and ensure deliverables are sent timely (narrative and financial reports, additional requested deliverables such as case studies, etc)
- Check financial reports for donors, with Gret representative office financial team and HQPM
- Human Resources management
- Organize and lead team meetings
- Solve HR problem with Gret representative office team when necessary
- Ensure the team is working in good conditions (office, logistic, means to implement the activities, team spirit, etc)
- Ensure all Gret internal rules are applied in office
- Prepare job announcement for recruitment, lead interview with relevant technical person, select candidates, negotiate working conditions
- Conduct end of probation period interview with new staffs
- Conduct annual and professional interview with all staffs and propose increase salary according to results and available budget, with TA or Gret representative office when necessary
- Follow up staff data base with admin (leaves, staff trainings, etc)
- Ensure proper repartition of tasks and duties among the team to avoid workload of some team members
- Daily management of CIRD and PDA staff involved in the program team, in relationship with CIRD and PDA respective manager
- Actions of development
- Monitor development opportunities in Cambodia with regard to agriculture, value chains, market, nutrition, food systems and territory approach
- Actively contribute to proposals writing for Siem Reap province and Cambodia in general on topics related to the project
- Participate in thematic discussions in Cambodia on topics covered by the project
- Actively contribute to events organized on relevant thematics by partners or networks where Gret is member (ALISEA, SUN CSA, PDA, PDoC, etc), or delegate it to relevant staff, and share briefing with relevant team members.
- Contribute to look for new donors and partners with Gret representative office in Cambodia
- Capitalization/Publication
- Contribute to the capitalization process resulting from the project
- Assist project team to produce technical sheets and videos in English and Khmer on successful practices
- Develop and update project leaflets, project sheets, for donor and stakeholders
- Ensure case studies are regularly documenting project’s lessons learned and shared with the team, farmers, partners and other relevant stakeholders
- Keep a data base with selected pictures of the project’s activities for communication purpose
- Communication
- Lead the participative development and updating of the project's communication tools
- Ensure the project's external communication in conjunction with the HQPM, TA, Gret's representative and Communications Officer in Cambodia
- Share project results with local authorities, partners and stakeholders
- Ensure the project contribute regularly to Gret Newsletter, post updated information to Cambodia Facebook page
- Ensure good internal communication and share updated information timely with the team and HQ.
- Master Degree in the fields of rural development, value chains, multi-stakeholders dialog or project management
- At least 5-10 years of experience as Project Manager with INGO’s or equivalent experience
- Project management experience in the fields of sustainable agriculture, value chains, safe food systems, multi-stakeholders dialog, in Cambodia
- Knowledge of the SR Province is an asset
- Previous experience in human resources management in the context of international solidarity (leading multidisciplinary and multicultural teams)
- Good communication and facilitating skills, demonstrating trust, competence, respect and motivation, especially with government agencies and local authorities;
- Interest in the cross-cutting issues of gender and the ecological transition
- Good analytical, writing and synthesis skills
- Good knowledge of data collection methods
- Computer literate especially Ms Word, Ms Excel, Ms Power point, Internet-email etc.
- Dynamic, honest, committed and hardworking,
- Fluent in writing and speaking Khmer and English, French is an asset
