Job Description

Good Neighbors International (GNI) is an international humanitarian and development NGO in general consultative status with the United Nations Economic and Social Council (UN-ECOSOC). GNI has made great strides in its mission by providing people around the world with a better quality of life.

Good Neighbors Cambodia (GNC) is the field country project that has been implementing its projects in Cambodia since 2002. GNC is one of 35 partnership countries of GN that has been implementing long-term development programs in Cambodia since 2002, focusing on sponsorship, child protection, education, health, WASH, income generation & partnership building, advocacy, and emergency relief in six Community Development Programs, one Social Enterprise and one Maternal Child Health (MCH) project in seven provinces of Banteay Meanchey, Battambang, Kratie, Mondulkiri, Ratanakiri and Phnom Penh Capital City.

Job Responsibilities & Duties

Human Resource Management:

  • Staff Personnel Management
  • Ensure annual recruitment plan is taking place with timely manner
  • Ensure the required documents and administration requirement are taken in to account before new staff starting date.
  • Manage “Staff Information Module” on HR Information System and make sure that all new staff are encoded in to the system with timely manner.
  • Monitoring and ensure staff employment contract expiry and renewal.
  • New Staff Integration
  • To take lead and ensure every new staff are properly arrange for the integration in to the team such as induction, orientation has been provided by CDP Manager and AFO and some other administration works
  • To complete necessary tasks for new staff such as sign on contract, signing on additional policies,
  • On-the-Job Training
  • Lead the arrangement for new staff orientation, quarterly new staff orientation
  • Monitoring and ensure the staff capacity building program of GNC and recording
  • Compensation & Benefits Management
  • Ensure monthly salary, final pay, and other benefits are properly pay
  • Ensure the annual budget of plan of action (PoA) related to salary part and administration related expense.

Others

  • Others tasks to be required by supervisor
  • Administration Management:
  • Office Management & Security
  • Make travel arrangements for staff, including booking of tickets and accommodation.
  • Supervise vehicle fleet, including monitoring of monthly fuel usage, repairs and maintenance, vehicle insurance management.
  • Manage office in systems, and keep compound office for security and safety, arranging house rental contract agreement, coordinate insurance in case of traffic accident related for GNC as a whole
  • Asset & Equipment Management
  • Monitor and update assets and equipment list of HO and all CDPs.
  • Asset and equipment management – ensure that new purchases and equipment are recorded onto the assets and equipment lists in a timely manner.
  • To collaborate in managing Fixed Asset Information System and provide inputs for update to date controlling.
  • Filling System Managements
  • Develop and maintain an appropriate filing system to include all essential relevant documentation to ensure accurate tracking and documentation
  • Communication
  • Liaison with NGOs, government agencies, and other public sector agencies as appropriate to enhance the MoU, Agreement, Reporting are compiled as per required.
  • Review of policy and procedures, providing recommendations for amendments reflecting good business practice and enhancing procurement support to Admin Departments
  • Be the first point of contact for all internal contacts regarding problems that arise because of procurement activities, either providing effective solutions to those problems with a minimum of disruption

Procurement and Logistic Management

  • Ensure that appropriate procurement procedures are maintained and carried out effectively and efficiently in compliance with GNC regulations
  • Join and support the bidding process when necessary with consultative with AD Manager
  • Provide day-to-day procurement services including the drafting of quotation requests, purchase requests, tender and contract documents.
  • Provide support/assistant to CDPs as per required to ensure the professional way dealing with above task.
  • Assist in the production of an annual plan of action, project proposal budgets and reports of procurement support as directed
  • Prepare for coordination meetings, planning sessions, workshops and seminars either related to logistics or as directed
Job Requirements
  • Bachelor in business management or Equivalent with 3 year-experience in NGO
  • Knowledge of administrative and human resource.
  • Fluency in English, Computer and presentation skill (Ms word, Excel, PPT)
  • Excellent organizational and communication skills
  • Honest and trustworthy, hard-working and willing to learn
  • Experience working in non-profit organization
  • Ability to work under-pressure
