Job Description

Exceed-worldwide, a United Kingdom-based INGO that provides rehabilitation and community support services to persons with disabilities, is recruiting a Cambodia national for the position below:

  • Rehabilitation Program Manager
Job Responsibilities & Duties

The responsibilities for the position include:

  • Supply Implement Exceed Worldwide Quality Management System in the Rehabilitation Centre:
  • ensuring understanding by the senior staff team; monitoring conformity; obtaining customer feedback; and ensuring continuous improvement. This will include taking part in internal and external ISO audits across Exceed Worldwide.
  • Prepare an Annual Work Plan for the Rehabilitation Center, Community base Rehabilitation and Management Support that contributes to Exceed Worldwide five years plan. Monitor and evaluate its implementation.
  • Prepare an Annual Work Plan for the PWDF if requested
  • Manage and lead the senior staff team (for Prosthetics/Orthotics; physiotherapy, Community Development staff; Technician Team Leader, the provincial Finance and Administration Officer) and Storekeeper to achieve the Rehabilitation Center’s Annual Work plan.
  • The Centre Management Team Leader overall human recourses including: recruitment, induction of new staff; retention, line management; and capacity building.
  • Prepare management and monitor the annual budget for the Rehabilitation Centre. Ensure that the finance and administration system in the Centre are implemented effectively and transparently.
  • Take overall responsibility for the management of the Centre’s physical resources including: building, vehicles, equipment, and stock.
  • Take overall responsibility for health and safety, and security of all staff and disabled customers using the Rehabilitation Centre.
  • Prepare monthly, quarterly and annual reports for Deputy Country Director on Progress against Annual Work Plan, statistic and budget expenditure.
  • Prepare monthly, quarterly and annual reports for PWDF
  • Participate in marketing and publicity functions at a Provincial level, including hosting visitors to the Rehabilitation Centre.

Management:

  • Participates in developing annual budget Plan for the Rehabilitation Centre, Community base rehabilitation and Management Support.
  • Prepare develop the budget plan for PWDF
  • Monitors budget in relation to expenses on monthly basis in his/her own responsibilities.
  • Prepares, presents and monitors reports, including financial reports as requested by Central Rehabilitation Programme Manager, Country Director and Deputy Country Director.
  • Ensures that the finance and accounting system in the cent is implemented effectively and transparently.
  • Assist in the preparation of reports to donors.
  • Understands about Finance and Accounting Manual.

Quality Management System:

  • Maintains appropriate records and ensures team leaders undertake accurate reporting
  • Works within the policies and procedures of Exceed Worldwide quality management system and contributes toward continuous quality improvement and innovations
  • With teams, devises improved work methods for increasing efficiency and service delivery
  • Takes responsibility for ensuring all aspects of quality management system are fully understood and implemented.
  • Contributes to improved work methods for increasing efficiency and service provision.
  • Takes part in internal and external ISO audits across the Exceed Worldwide.
  • To review and updated QMS documents under his/her supervision as necessary.

Training and education:

  • Contributes to defining training requirements and attend training sessions as requested
  • Takes part in and contributes to the process of continuing professional development
  • Takes part in and contributes to the process of continuing professional development

Communication and relationship:

  • Reports directly to Central Rehabilitation Program Manager, Country Director, Deputy Country Director, Accountant Manager and Admin Manager.
  • Undertake external relations functions at a Provincial level including collaboration with District Hospitals, Health Centres, Local Authorities, MoSVY, MoFA, MoH, partner organisations, DAC and PWDF to ensure collaboration in the delivery of service to people with disabilities.
  • Working as part of Exceed Worldwide Management Team
  • Manages all teams’ leaders of the program
  • Liaises with Accountant Manager and Accounts Administrator, Phnom Penh.

Records keeping:

  • Staff personnel files
  • Staff appraisal report
  • Staff monthly meeting minute
  • Annual Budget Plan
  • Annual Operation Plan
  • Take minute of Management Team Meeting
  • Other records as required
Job Requirements
  • Cambodian National
  • Hold bachelor degree and have minimum of 2 years experiences in the leadership role within the rehabilitation sector and/or rural development program.
  • Knowledge of the issues affecting People with disabilities in Cambodia and a positive attitude towards People with disabilities.
  • Experience of budget management and understanding of transparent financial systems
  • Uses a participatory approach to management
  • Experience in project design, planning and monitoring and advantage
  • Have knowledge of Quality Management System
  • Have good communication and interpersonal relationship skills
  • Experience in consultation and networking with other agencies.
  • Good level to written and spoken English.
  • Able to take initiative and to be creative
  • Able to work independently with minimum support.
  • Computer literacy (Microsoft office, Microsoft excel)
  • Willing to travel to Phnom Penh and on occasions to remote areas
