Our association
Founded in 1991, Enfants d'Asie is a non-profit with its Headquarters in France. Its goal is to help disadvantaged children build their future. Its action is strictly humanitarian, apolitical and non-religious. Enfants d'Asie operates in 4 countries in Southeast Asia: Cambodia, Laos, the Philippines and Vietnam.
It allows nearly 25,000 children to be supported, thanks to individual sponsorships and the development, with local stakeholders, of specialized programs. Its main objective is the schooling of children and access to qualifying training and then to a job, in order to allow them to escape from precariousness.
The context
Since 1991, Enfants d’Asie has been working in Cambodia in collaboration with the Cambodian Ministry of Social Affairs.
In Cambodia, the association currently helps nearly 600 disadvantaged children and young people:
- It directly manages 2 children's residential care centers and 1 student residence.
- It supports children within their community, promoting their access to schooling and encouraging family efforts to ensure their children continue their education as far as possible.
- She supports 4 state orphanages throughout the country.
The local team is made up of 30 local employees and international volunteers who monitor the programs and conduct activities on-site. The team works to strengthen the support and social monitoring of children and their families.
- Deputy Country Director
Steering, monitoring and evaluation of programs and projects:
- Implementation of the objectives and results of the 2024-2026 strategic plan for Cambodia;
- Ensure that target results and indicators are achieved;
- Continuous monitoring and adaptation of programs (financial support and social monitoring) to the needs of beneficiaries in conjunction with partners;
- Report regularly on impact measurements, quantitative and qualitative monitoring of programs and projects;
- Ensure the implementation of the approach based on Children's Rights in addition to the approach based on results and needs.
- Local team management
- Management of local and international human resources (30 employees including 1 expatriate volunteer);
- Strengthening collaborative work;
- Implementation of training to improve the team's skills and guarantee the quality of beneficiary monitoring.
- Administrative and financial management
- Financial supervision of programs with the accounting and administrative center in Cambodia, and liaison with the financial manager at Headquarters;
- Ensure the implementation and propose the necessary modifications of the administrative, financial and accounting procedures in Cambodia;
- Monitoring of the legal and judicial context in Cambodia;
- Partnership management and fundraising
- Preparation of funding proposals with Embassies, relevant institutions and companies in Cambodia;
- Participation in the drafting of funding proposals to be submitted to potential donors in close collaboration with the partnership manager at Headquarters;
- Drafting activity and financial reports for donors;
- Official representation of the association
- Maintain regular relations with the Ministry of Social Affairs, Veterans and Youth rehabilitation (MoSAVY) and the Ministry of Education, Youth and Sport (MoEYS) as well as local authorities;
- Collaboration with partner NGOs, international companies and institutions in Cambodia.
Requirements
- For this position, we are looking for a person with solid professional experience and a good ability to carry out international solidarity projects.
- Graduate of higher education: Bachelor degree at least (ideally oriented towards humanitarian action or International Development);
- Experience of 5 years old minimum in multicultural team coordination and management of humanitarian projects in the field.
Required skills:
- Recognized for your qualities as a proven manager, you also have very good interpersonal skills and a sense of diplomacy. Rigorous and organized, your adaptability and responsiveness will be essential for this position.
- Significant experience in team management in an intercultural context and good ability to maintain a rigorous working environment (necessary);
- Skills in designing, writing and managing international solidarity programs and projects (required);
- Results-based management skills (required);
- Knowledge of the rights-based approach (RBA) (desired);
- Experience in child welfare programs (required);
- Ability to communicate internally and externally, to represent the association to national and international stakeholders in Cambodia
- Excellent writing and communication skills (required);
- Rigor and organizational skills (necessary);
- Good financial and accounting management skills: budget monitoring, notions of analytical accounting and financial reporting as well as human resources management (necessary);
- Knowledge of the South-East Asian context (necessary) and more particularly of Cambodia.
- The Deputy Director will be keen to commit to a development project and will have to be aware of the local context in order to best meet the needs of the beneficiaries.
LANGUAGES:
- Proficiency in French or English: C1/C2 (required)
- Written and spoken Khmer (desired)
