Job Description

EWMI seeks an experienced Senior Grants and Contracts Specialist (SGCS) for the USAID-funded Civil Society Resilience (CSR) Activity. CSR aims to support and strengthen Cambodia’s civil society and grassroots organizers to be more effective and sustainable within the country’s closing civic space and reduced funding. The Activity will be locally-led and will address the needs, opportunities, and challenges identified by civic actors, across relevant sectors, to foster engagement and respond to advance agendas that are in the public interest and support inclusive development.

As one of the key goals of CSR is capacity development and resilience, the SGCS will play a key role in developing the capacity and mentoring grantees to effectively implement their grant agreements. The SGCS will work collaboratively with responsible grantee staff to problem solve and ensure compliance with applicable donor rules and regulations and the CSR Grants Manual. The SGCS will simplify solicitation, agreement and compliance requirements as much as possible to help ensure that grantees can understand and manage their grant awards.

Job Responsibilities & Duties

Training and Mentoring Local Partners

  • In collaboration with the program staff and core capacity building partners, set-up grants management training programs for implementing partners and CSO grantees.
  • Provide training and mentoring to implementing partners and grantees on grants management rules and regulations.
  • Advise grantees on implementation challenges and collaboratively assess and recommend solutions; and
  • Help in conducting financial assessments of CSOs as required.

Grants Management

  • Conduct and oversee the risk assessments for potential grantees;
  • In collaboration with Program Staff and the Grants Finance and Partnerships Manager, work with grantees to prepare budgets for RFA-funded grants;
  • Oversee and ensure quality control of grantees’ financial reports and invoices; After initial review by the Grants Finance and Partnerships Manager, review and approve grantees’ payment requests and ensure they are correct.
  • Ensure grantee documentation is complete, and files are properly maintained in grantees’ files;
  • Responsible for ensuring all grant hard copy document files and soft copy files on SharePoint and following EWMI procedures for maintaining grant records, reports, and correspondence.
  • Oversee the preparation of grant related documents, including Call for Application or Proposals and oversee the advertisement of the solicitations (by the Grants Finance and Partnerships Manager) ;
  • Verify the eligibility of applicants, and review of proposals, and participate in technical reviews (organized by the Grants Finance and Partnerships Manager);
  • Lead negotiation of budgets and grant agreements with CSR’s’s grantees.
  • Prepare partner sub-awards, using approved EWMI templates.
  • Constantly monitor progress in CSR’s grant-making activities towards achieving project’s goals, meeting work plan requirements and M&E targets, as well as spot potential and actual challenges, and propose measures to address them.
  • Update and improve CSR’s Grants Manual, as needed.
  • Conduct regular visits to the field to undertake review of grantees level of compliance with EWMI and USAID rules and regulations; and
  • Participate in meetings, events and grant activity management reviews.
  • Sub-grant Compliance
  • Responsible for the overall management of the sub-grants component.
  • Oversee and monitor all compliance aspects of the cooperative agreement and assist project staff in their compliance, understanding and implementation through regular communication.
  • Initiate and maintain cooperative agreement modifications.
  • Ensure compliance of RFA’s grant-making activities with USAID, Cambodian, and EWMI rules and regulations.
  • Stay informed and respectively inform the CoP, and home office on rules and regulations that might affect or are of interest to CSR’s grant-making processes;
  • Oversee and monitor all compliance aspects of sub-grants; create tools for sub-grantees in their compliance understanding and implementation.
  • Meet regularly with sub-grantees to review/monitor agreement compliance design and conduct compliance training and
  • Oversee the preparation of quarterly and annual financial sub-grants activity reports to USAID (by Grants Finance and Partnerships Manager).
  • Budget Support to Sub-grantees
  • Monitor sub-grant expenditures against approved budget (including cost share
  • when applicable); advise CSOs of any issues.
  • Maintain project information in project files/database; and
  • Produce periodic reports.

Other tasks

  • Perform other tasks assigned by the Chief of Party on an ad hoc basis that are consistent with this Job Description and CSR’s general requirements.
Job Requirements

Education

  • Bachelor’s degree in accounting, Finance, Business Administration, or a related field.
  • Professional certification (e.g., CPA, ACCA) or advanced degree in a related field is an advantage.

Experience

  • Minimum of 5 years of experience in grants management or a similar role, preferably in international development programs.
  • Proven experience with USAID-funded projects and grants compliance, particularly with ADS Chapter 303, 2 CFR 200, and 2 CFR 700.
  • Demonstrated ability to mentor and build the capacity of local implementing partners and grantees, including developing and delivery capacity building to grant partners.
  • Familiarity with financial management systems and reporting

Skills and Competencies

  • Strong organizational and multitasking skills with an ability to work under pressure.
  • Proven experience with managing large grant portfolios and ability to develop and implement flexible tools and processes.
  • Strong understanding of grant types and templates, including when and how to use them to meet grantee and program requirements.
  • Excellent written and verbal communication skills in English.
  • Proficiency in Microsoft Office, accounting software, and especially Microsoft Excel
  • Attention to detail, analytical skills, and problem-solving ability.
