Job Description

The Cooperation Committee for Cambodia (CCC) is the leading and longest-established membership organization for local and foreign NGOs in Cambodia since 1990, the Cooperation Committee for Cambodia (CCC) has been working in inclusive partnership for good governance, enabling environment, and sustainability of the civil society organizations (CSOs). The CCC is currently implementing its fifth phase of the Governance Hub Program (GHP 2024-2028) which is under the vision of sustainable and democratic development in Cambodia, and aims to contribute to the unique program goal, strengthening CSOs by providing them with an improved enabling environment and democratic space.

Within the five years of “Governance Hub Program (GHP)” for 2024–2028, CCC delivers its mission and mandate to impacts the program’s outcome through: 1) Partnership and collaboration for advocacy and monitoring among different actors at the national and sub-national levels, 2) Voice and representation of CSO networks are strengthened, 3) CSO resource hub at the national and sub-national levels is functional and responded to the needs of CSOs. Cambodia. CCC is now seeking the qualified candidate for the position(s) as below:

  • Network Strengthening Specialist (1 Position)
Job Responsibilities & Duties

Strengthening Provincial NGO Networks:

  • Provide technical support to provincial NGO networks to develop their strategic plans, operational plans, advocacy strategies, and resource mobilization strategy.
  • Provide technical support to provincial NGO networks to implement and monitor the strategic plan, operational plan, advocacy strategies, and resource mobilization strategies.
  • Coordinate and facilitate provincial NGO networks in conducting quarterly meeting based on the singed MoU.
  • Coordinate and facilitate provincial NGO networks to engage in partnership dialogue with the local government and other platforms at the provincial level.
  • Conduct annual reflection workshops for provincial NGO networks.
  • CSO resource hubs at the provincial level are established and functional.
  • Promote diversification of resources for provincial NGO networks and their members to respond to their target community needs.
  • Provide technical support to provincial NGO networks to form technical working groups or key resource persons to provide capacity support to its members.
  • Provide technical support to provincial NGO networks to establish a platform for sharing and storing information and knowledge to CSOs.
  • Provincial CBO networks are established to bring the community voice to the decision makers
  • Provide technical support to provincial NGO networks to establish and strengthen the capacity of provincial CBO networks.
  • Conduct training need assessment among CBO networks.
  • Convene CBO-SWG meeting to design capacity supports to provincial CBO networks.
  • Provide capacity development on good governance, and Community Holistic Development approach.
  • Conduct annual reflection with provincial CBO networks.
  • Unit Management
  • Provide technical support to NSU team members.
  • Lead the NSU team reflections, meetings, and learning regularly.
  • Conduct the performance appraisals of staff under supervision.
  • Produce donor narrative reports, unit progress reports and ensure sound financial management for the unit.
  • Oversight of result-based planning, budgeting, implementation and monitoring tools, tracking funding.
  • Ensure all unit activities are in line with donor and CCC requirements.
  • Other tasks assigned by Supervisor
Job Requirements

Competency and Skills Requirements:

  • People Skills: Sets clear performance goals and standards; executes responsibilities accordingly; Ability to think strategically and holistically and make independent decisions when necessary; Ability to effectively manage performance of staff and provide support when needed.
  • Results-Orientation: Plans and produces quality results to meet established unit goals and commitment with funding partners.
  • Communication and presentation: Demonstrate effective written and oral communication skills, good negotiations and presentation skills.
  • Job Expertise: Performance day-to-day tasks; facilitate participatory processes in decision making; coordinate and strong engagement with wide range of stakeholders; develop work plan and write reports.
  • Training and Development skill: demonstrates good knowledge and skills in facilitation and coordination, delivering training course, facilitating fora, and assessing the impacts of training courses to different stakeholders.

Qualifications Requirements:

Education:

  • A Bachelor Degree in Public Policy, Law, Management (in CSOs sector), Social Science, Public Administration, International Development or IR, Political Science, Community Development, or related field; Master degree is preferred.

Experience:

  • Minimum 5 years of relevant experience in conducting/facilitating/ coordinating multi-stakeholder forum/training/workshop with the involvement of stakeholders;
  • Experiences in report writing and management level is a plus;
  • Experience and knowledge management and communication is a plus;
  • Experience developing strategies, action plan and advocacy tools.

Language Requirements:

  • Fluency in English and Khmer
