Job Description

The Cambodian Indigenous Peoples Alliance (CIPA) was formed in 2015 by Cambodian Indigenous Peoples organizations (IPOs) and Indigenous Peoples Associations (IPAs) who recognized the need to come together to support Indigenous civil society and enable Indigenous peoples to make their collective voice heard.

The Cambodia Indigenous Peoples Alliance (CIPA) is conducting a research initiative to document customary land tenure and analyze impacts arising from the expansion of Virachey National Park, which has affected Indigenous communities to their land and natural resources. The expansion has led to the concerns of Indigenous community members and may lead to restriction of their access to traditional lands in the future. This research aims to produce a comprehensive testimony report to negotiate with stakeholder to improve Indigenous traditional land used and management.

Job Responsibilities & Duties
  • Research Design and Planning
  • Collaborate with CIPA’s facilitation team to design the testimony format and questionnaires.
  • Identify appropriate tools and methodologies for data collection, ensuring they are culturally sensitive and participatory.
  • Develop a detailed work plan, including timelines and milestones for the research process.
  • Data Collection
  • Conduct consultations with Indigenous communities, ensuring the participation of affected individuals and groups.
  • Use participatory action research (PAR) tools to gather qualitative and quantitative data on land conflicts and their impacts.
  • Work with mapping experts to overlay pre- and post-expansion maps to visually represent the changes in land use and ownership.
  • Data Analysis and Reporting
  • Analyze the collected data to identify key issues, trends, and impacts related to Indigenous land used and management.
  • Draft a comprehensive testimony report that includes case studies, community testimonies, and policy recommendations.
  • Ensure that the report reflects the concerns of the communities.
  • Community Engagement and Validation
  • Organize consultation meetings with the their existing Networks and community representatives to validate the findings and gather final inputs.
  • Ensure that the research process is transparent and that communities are informed and involved at every stage.
  • Finalization and Dissemination
  • Finalize the testimony report based on feedback from community consultations and CIPA’s facilitation team.
  • Translate the report into Khmer and English for submission to relevant bodies.
  • Prepare a narrative and financial report for submission to CIPA and other stakeholders.
Job Requirements
  • Advanced degree in social sciences, environmental studies, human rights, or a related field.
  • Proven experience in conducting participatory research, particularly with Indigenous communities.
  • Strong understanding of legal recognition of Indigenous peoples' rights to land and natural resources.
  • Experience in policy analysis related to land and environmental issues.
  • Familiarity with the Cambodian context, particularly policy framework related to Indigenous peoples.
  • Proficiency in Khmer and English (both written and spoken) is essential.
